	Air Administrative Amendment (Change)

Air quality permits from the MPCA are required to operate certain existing air emission facilities and to begin construction on either new facilities or modifications to existing facilities.

Facilities must file an administrative amendment application for certain proposed changes or modifications that do not increase the potential to emit (PTE) of the pollutants for the facility beyond the threshold defined in the rules.

You may need the following for the application process:

• Copy of current permit, if applicable
• List of contacts and their information
• New location information and map of exact location, if applicable
• Transfer agreement, if applicable
• Payment method

Facility Selection

After you have selected a facility, click Continue to access the next screen.

Select Submitted Incomplete Application

Administrative Changes

You may select more than one checkbox.

You must fill in all fields marked with an asterisk (*) before you can continue.

Change in Facility Name required fields:

• Facility Name — allows up to 100 characters

Change in Facility Ownership or Control required fields:

• Date of Change — the format for the date is MM/DD/YYYY.

Change in Owner’s or Operator’s Name required fields:

Changes will be made on the Contacts page after clicking the Continue button.

Change in Facility Location required fields (only available for facilities with a Registration permit):

Changes will be made on the Facility Relocation and Facility Location Update screens after clicking the Continue button.

Click “Continue” to access the Contacts page.

Facility Relocation

Registration permits may use this service to relocate if all of the following conditions (A – D) are met:

1. The new location is classified as attainment with respect to all National Ambient Air Quality Standards,
2. The need for air dispersion modeling is not triggered,
3. The facility will continue to qualify for the same registration permit as is currently held, and
4. The facility will not operate in both the existing and new locations at the same time for any period of time,

If the above conditions are met, a new registration permit can be issued for the new location. Such an issuance voids and supersedes the registration permit for the previous location. As required by Minn. R. 7007.1110, subp. 15a, you must notify the MPCA 45 days prior to relocation, giving the exact location of the new operation.

If any of the four criteria (A - D) listed above are not met, you must apply for a new permit before moving to a different location. The permit at the previous location should be terminated using the Notice of termination e-Service, available at https://www.pca.state.mn.us/data/e-services.

Facility Relocation Update

Facility Relocation Update required fields:

• New Address Line 1 — allows up to 100 characters
• New Address Line 2 - allows up to 100 characters
• New Address Line 3 - allows up to 100 characters
• New County
• New City – if the location is in the city of Minneapolis, you will be required to upload an attachment of a map showing the exact location of the facility.*
• New State
• New Zip Code — allows up to 9 characters
• Coordinate System – select the system used for the coordinate’s reference
• Latitude – Example, 45.02112
• Longitude – Example: -93.02536
• Collection Date
• Collection Method
• Reference Point

*If the Facility is or will be located inside of the cumulative levels and effects (CL&E) statute area in South Minneapolis (approximately 1.5 miles around Hiawatha Avenue and 28^th Street intersection), the CL&E process applies before a permit can be issued.
