Air Administrative Amendment (Change) |
Air quality permits from the MPCA are required to operate certain existing air emission facilities and to begin construction on either new facilities or modifications to existing facilities.
Facilities must file an administrative amendment application for certain proposed changes or modifications that do not increase the potential to emit (PTE) of the pollutants for the facility beyond the threshold defined in the rules.

After you have selected a facility, click Continue to access the next screen.

Changes will be made on the Contacts page after clicking the Continue button.
Change in Facility Location required fields (only available for facilities with a Registration permit):
Changes will be made on the Facility Relocation and Facility Location Update screens after clicking the Continue button.

TopRegistration permits may use this service to relocate if all of the following conditions (A – D) are met:
If the above conditions are met, a new registration permit can be issued for the new location. Such an issuance voids and supersedes the registration permit for the previous location. As required by Minn. R. 7007.1110, subp. 15a, you must notify the MPCA 45 days prior to relocation, giving the exact location of the new operation.
If any of the four criteria (A - D) listed above are not met, you must apply for a new permit before moving to a different location. The permit at the previous location should be terminated using the Notice of termination e-Service, available at https://www.pca.state.mn.us/data/e-services.
TopFacility Relocation Update required fields:
*If the Facility is or will be located inside of the cumulative levels and effects (CL&E) statute area in South Minneapolis (approximately 1.5 miles around Hiawatha Avenue and 28th Street intersection), the CL&E process applies before a permit can be issued.
