Certification - Summary |
MPCA e-Services requires that submissions to the agency be certified. Before you can certify, you must have a certification personal identification number (PIN), which is part of your user profile.
Your information will not be submitted to MPCA until all required certifications are complete. After submission, you will receive a copy of record via email.
The air services may require multiple certifiers. Each listed signature type must be signed before your information will be submitted to the MPCA. Use the Share feature in My Workspace under My Services – In Progress to have non-initiator certifiers sign the application. Do not use the Electronic Signature tab on the e-Services home page to have additional certifiers sign. The non-initiator certifiers should review the entire application and then certify it. The final certifier should submit the application.
At the Certification page, click the blue ribbon icon under Sign Electronically for your signature type.
After three attempts at entering an incorrect certification PIN or an incorrect answer to a challenge question, the system will log you out and you must log back in.

To view a read-only version of the entered data for the service, click the icon under the View column.
If the service requires a signatory, you can notify other users at the associated facility of pending certification items by clicking Send Notifications. (Note: For air services, do not use the Electronic Signature tab on the e-Services home page for additional certifiers; use the Share feature instead. For other services, using the Electronic Signature tab is not recommended.)
If you’ve forgotten your certification PIN, click Forgot Certification PIN. Answer the question and click Submit. Then enter a new PIN and click Save. PINs must be between 8 and 40 characters and contain at least one letter and one number or special character. PINs are case sensitive.

If you’ve forgotten the answers to your questions, you cannot reset them online. You must call the MPCA, after which your identity will be verified and your questions reset to blanks. The next time you log in, you will be prompted to set them up again.

The Applicant (Billable Party) contact type may sign as the Applicant. The Current Property Owner, Other Party, or Applicant's Consultant contact type may sign as the Authorized Person.

The person who certifies is certifying that the others have given their approval, including the following signature types: project proposer, design engineer, permittee – authorized rep (collection system), and WWTP authorized rep.
