Businesses, nonprofit organizations, and units of government that generate most types of hazardous waste at sites in Minnesota are required to report that waste annually to MPCA or their metropolitan county.

You can use the Hazardous Waste Generator License Application service to report the amount of hazardous waste you generate annually to the MPCA.

Before You Begin

If you need help completing this application, visit the Hazardous Waste Licensing webpage.

After we review your application, you will receive an invoice if a license is required. Your invoice may not arrive for several months. Within three days after we receive payment, your license can be printed from our Hazardous Waste License Search webpage.

Message

Hazardous waste generators in the metropolitan counties of Anoka, Carver, Dakota, Hennepin, Scott, Ramsey and Washington are licensed by their counties instead of the MPCA. If your site is in one of the metropolitan counties, contact your county hazardous waste department for your local hazardous waste licensing procedure and requirements.

Waste Stream

Waste streams reported in your most recent prior license application will be displayed. Make any necessary updates to the fields for each hazardous waste stream generated at this site during the previous calendar year and click Continue.

To select multiple waste codes, hold down the Control (Ctrl) key.

If you did not generate a waste stream during the previous calendar year but may again, enter a “0” for the amount.

If you did not generate a waste stream during the previous calendar year and have permanently ceased generating it, delete the row by clicking the Remove icon.

If you generated a new hazardous waste during the previous calendar year that you did not previously report, click the Add Row button to add a blank row and report your waste.

Not all hazardous wastes in Minnesota are subject to reporting, fees, or licensing, even if their generation, storage, and disposal are regulated by the MPCA. For guidance, see MPCA fact sheet, Evaluate Waste; Determine Generator Size.

If you report in gallons, the MPCA will apply a default conversion of 10 pounds per gallon to your reported waste.

Remember, you are reporting hazardous wastes for the calendar year in which they were generated, not the year you shipped them off site for disposal.

Recycling Information

Enter the required information for the waste streams you indicated on the previous page were managed via the byproduct reuse, feedstock reuse, or recycled onsite management method and click Continue.

If you reclaim and reuse certain hazardous wastes onsite, such as with a recycling parts washer, you must still report that waste, though you are eligible for reductions in the amount of the waste you must count and report.

A generator must receive prior approval from the MPCA before managing waste as a feedstock or byproduct. To request approval, see MPCA fact sheet, Recycled Hazardous Waste Management Plan.

Many recycled hazardous wastes are eligible for exemptions from the full hazardous waste requirements, sometimes including reporting, if you document that your recycled wastes met the eligibility conditions for each specific exemption.
